Panchkula:  Former Additional Advocate General of Haryana and Congress leader Manish Bansal has expressed anger over the Haryana Urban Development Authority not resolving the enhancement issue. Manish Bansal said that group housing societies had applied for land in Sector 20 Panchkula. HSVP had mentioned in the Group Housing Scheme, 1990 that the land would be allotted on “no profit no loss basis” and all basic amenities would be provided. It was also mentioned in the scheme that if the society completes the construction within 3 years and 4 years, HSVP would give a discount of 20 percent and 10 percent on the land price, but enhancement notices are being handed over repeatedly. Manish Bansal said that this matter is more than 25 years old.

During this long period, a large number of flat owners have passed away and their families are also living in very difficult conditions. Other flat owners are also living in very difficult financial conditions due to retirement. The government had also accepted that there is controversy and discrepancy in the calculation of enhancement and accepting this fact, it had issued a notification on this subject on 22 August 2019 that Haryana Urban Development Authority should make a consensus with the association by making the correct calculation and match it, but even after the last 5 years have passed, the HSVP department, without caring about the government’s decision, has neither made a consensus with the association by making calculations nor has sent the calculation details to any society till date as per the rules mentioned in the said paragraph and the court order. 

It is not justified in any way for HSVP to collect interest from plot allottees and it should be stopped. HSVP taking enhancement of roads, parks etc. from allottees is against the rules of the Act and the court order, hence this amount should also be excluded from the calculation. The plot allottees are fully ready to pay the enhanced amount of the allotted plot subject to the above conditions and as per the order of the Hon’ble Supreme Court.
